
The state of Massachusetts does not regulate the cost of health care services provided to its residents.
In the state, as in the rest of the country, the cost of availing medical care services are continuing to climb, making it less accessible and affordable to greater number of people. One good way to overcome this predicament would be to obtain health insurance policies, in which the providers or insurance companies offer products for lesser rates that they have negotiated with primary care providers. The state actually requires its residents aging 18 years and above to purchase health insurance. Furthermore, on or before January 1, 2009, these insurance policies must have certain health benefits, such as coverage for prescription drugs and coverage for check-ups and doctor visits on a regular basis. Health plans must not also have caps for total benefits for a sickness and for inpatient services, though limit maximum annual limit of $2,000 is imposed for individual health insurance policies and $4,000 limit is imposed for families.
Failure to obtain health insurance policies would mean losing personal income tax exemption. Those who cannot really afford to obtain health plans are also directed to obtain a waiver from the Commonwealth Health Connector in order for them not to be penalized.
Those who are employed in a company with more than 50 employees are covered under large group health plans while those employed in companies with lesser than 50 employees can avail of small business health plans. Under state law, no insurance provider or company is allowed to deny the application made by small businesses and this health plan must be renewable. These features are termed ‘guaranteed issue’ and ‘guaranteed renewable’ respectively.
Those unable to purchase health insurance plans from private insurers also have the option of getting the Commonwealth Care plans which is administered by the Commonwealth Health Connector. This type of health plan is available only to disadvantage families who are unable to afford other health plans. Depending on the determined income of the family, this plan may be available through smaller premium rates or may be given for free. Students enrolled in colleges and universities all over the state also have the option of purchasing the Qualified Student Health Insurance Plan which is designed specifically for them and is available directly through their own school.
The state of Massachusetts also offer government-sponsored plans that catered to specific demographic groups, such as the MassHealth program that is a kind of Medicaid program and the Medicare.
